Youth Justice Committee

The Youth Justice Committee (YJC) is a community-based alternative to traditional court proceedings for youth ages 12–17. It provides a restorative justice approach that emphasizes accountability, repairing harm, and personal growth.

WHO IS THE PROGRAM FOR?

  • Youth ages 12–17 accused of an offense

  • Must accept responsibility and voluntarily participate

WHAT WE OFFER

  • Restorative Justice Conferences with trained community volunteer facilitators

  • Agreements that may include tasks such as:

    • Apologies

    • Restitution

    • Volunteer work

    • Donations

    • Educational programs

    • Referrals to community programs/supports

HOW IT WORKS

  • Youth are referred by police at investigation or Crown at first court appearance

  • Meeting held with volunteers, youth, parents/guardians, and sometimes victims

  • Everyone discusses harm caused and ways to make amends

  • Youth completes agreed sanctions; charges are not laid or are withdrawn

  • If the program is successfully completed, the charge will not go on the youth’s criminal record

  • Provide meaningful accountability without court involvement

  • Repair harm to victims and community

  • Promote youth rehabilitation and reintegration

  • Address underlying issues contributing to criminal behaviour

FREQUENTLY ASKED QUESTIONS

How is a youth referred to YJC?
Referrals can be made by:

  • Police officers at the time of investigation, or

  • The Crown Attorney

  • Youth may also ask their lawyer or Duty Counsel if they are eligible however, the referral must be approved by a Crown Attorney

What happens at a YJC meeting?
The youth meets with trained community volunteers, their parent(s)/guardian(s), and, when appropriate, the victim. Together, they talk about the harm caused, the impact on others, and what can be done to make things right.

What if the youth does not complete the program?
If the agreement is not fulfilled, the matter may return to the formal court system or the police may lay formal charges.
