Provincial Youth Outreach Worker Program

The Provincial Youth Outreach Worker (PYOW) Program, funded by Ontario’s Ministry of Children, Community and Social Services, helps youth overcome barriers and connect to opportunities that build safety, resilience, and growth. Serving young people ages 12–24 in Clarington, Oshawa, and Whitby, the program provides advocacy, and practical supports that address both immediate needs and long-term goals.

WHO IS THE PROGRAM FOR?

The program is for youth:

  • Aged 12-24
  • Living in Clarington, Oshawa or Whitby
  • In need of support or help with school, employment, housing, community connections, food security etc.

WHAT WE OFFER

Youth Outreach Workers provide:

  • Support with education, including staying in or returning to school

  • Employment help, from job readiness to applications

  • Housing support and connections to safe housing options

  • Food security assistance and access to essentials

  • Goal setting and planning for the future
  • Advocacy with schools, agencies, and other services

  • Referrals to community resources and programs

  • Assistance with any other identified need

HOW IT WORKS

  • We meet youth where they are: At school, home, a coffee shop, or another safe community space – wherever is most comfortable.

  • Personalized support: Each youth creates their own goals and works with an outreach worker to build a plan that fits their needs.

  • Flexible engagement: There are no set sessions or requirements. Youth can meet as often or as little as they choose, step away when their needs are met, and re-engage at any time.

  • Ongoing relationships: Workers provide guidance and build long-term, trusting connections without pressure.

  • Community connections: We advocate for youth and link them to positive opportunities in their schools, families, and communities.

  • Build self-advocacy, decision-making, and coping skills

  • Strengthen ties with family, peers, and community

FREQUENTLY ASKED QUESTIONS

  • Is there a cost to participate?
    No. The program is completely free.
  • Do youth need a referral?
    No. Youth, parents, schools, or community agencies can connect directly. This is a voluntary program, so youth decide for themselves if and when they want to participate.
  • How long can youth stay in the program?
    There is no time limit. Youth may stay involved as long as they want, pause when their goals are met, and re-connect any time new needs arise.
