Housing First for Youth

Funded by the Region of Durham, the Housing First for Youth Program (HF4Y) supports young people experiencing or who are at risk of homelessness. Rooted in the belief that housing is a right, HF4Y provides safe, affordable housing along with individualized, long-term supports to help youth thrive and transition into adulthood.

WHO IS THE PROGRAM FOR?

The program is for youth:

  • Aged 16-24
  • In Durham Region experiencing or at risk of homelessness
  • Needing safe, stable housing and supports

WHAT WE OFFER

HF4Y Workers provide:

  • Assistance in accessing safe, affordable housing with no pre-conditions
  • Individualized supports tailored to each person’s goals
  • Case management support for as long as needed
  • Life skills development – budgeting, daily living etc.
  • Connections to mental and physical health care
  • Education and employment support
  • Financial literacy and independence skills
  • Opportunities to build relationships, join activities, and feel a sense of belonging

HOW IT WORKS

  • Youth choice & voice: Youth decide what housing and supports work best for them. Our team adapts to their goals and priorities.
  • Housing first: We focus on getting youth housed quickly in safe, appropriate accommodations.
  • Flexible engagement: There are no fixed timelines or requirements.
  • Wrap-around support: Caseworkers provide ongoing guidance, connecting youth with education, employment, health, and community resources.
  • Transition to adulthood: Supports are age-appropriate and developmentally focused, helping youth build independence while staying connected to community

  • Improve mental health, physical health, safety, and self-esteem
  • Build positive relationships with landlords, natural supports and peers
  • Strengthen financial literacy and independence
  • Support education completion and employment readiness
  • Foster meaningful community involvement and social inclusion
  • Help youth transition successfully to adulthood

FREQUENTLY ASKED QUESTIONS

Is there a cost?
No. HF4Y is free for all participants who qualify.

How do I qualify?
Participants in our HF4Y program are referred from the Region of Durham’s By-Name List. To be added to this list, contact one of our Housing First workers.

Do I have to accept all supports?
No. Housing is not conditional on participating in other services. Youth choose what supports are right for them.
