Throughout the winter months, the Region of Durham has several warming sites available. Locations may vary annually. Please visit the Region’s website for the most current information, including the “Winter Warming Guidelines”.
TRANSPORTATION HELP TO SHELTERS
Housing outreach agencies can provide transportation help (bus tickets, etc.) for people who need help to get to a shelter program. Offices are only open during business hours, Monday to Friday. If help is needed after hours, the shelter program can be contacted directly for help at 905-666-6239 ext. 5510.

HOUSING FIRST
Housing First, Coordinated Access and the By-Name List
Durham Region uses a Housing First approach delivered through a Coordinated Access System to help people experiencing homelessness access housing and supports as quickly and fairly as possible. Housing First means that people are supported to move into housing as a priority, without having to meet pre-conditions such as treatment, sobriety, or program participation. Supports are then offered based on individual needs to help people remain housed. Coordinated Access ensures that people experiencing homelessness are assessed in a consistent way, prioritized based on need, and connected to available housing and supports across the system.
How the Process Works:
1. Connect with a Service Provider
Individuals who are experiencing homelessness or at risk of homelessness can connect with any Housing Access Partner in Durham Region (see list below) to start the process. There is no single point of entry, and contacting one organization does not determine who will provide ongoing housing support.
A housing worker will:
• Listen to the individual’s situation
• Explain the process and support options
• Begin the intake and assessment process
2. Assessment and Consent
With informed consent, the housing worker completes a standardized housing needs and vulnerability assessment. This assessment is used by all Housing Access Partners across the region.
At this stage:
• Individuals are asked for consent to share relevant information within the Coordinated Access system
• Information is used only for housing and support planning
• Participation is voluntary, and consent can be withdrawn
3. Added to the By-Name List
With consent, the individual’s information is added to the Durham Region By-Name List.
The By-Name List is:
- A confidential, real-time list of people experiencing homelessness in Durham
- Used to understand who is currently unhoused, their needs, and how long they have been homeless
- Not a housing waitlist and does not guarantee housing
Being on the By-Name List ensures individuals are visible withing the system and can be connected to appropriate housing supports as they arise.
4. Coordinated Access Review and Prioritization
Through the Coordinated Access process, individuals are connected to a housing worker whose program, expertise, and capacity are best suited to support their needs.
- The organization that completes the initial assessment may not be the organization that provides ongoing housing support
- Housing workers are matched to individuals based on fit, program scope, and system priorities
This approach helps ensure individuals receive support from the provider best able to meet their needs
5. Housing and Ongoing Support
Once connected, the housing worker and individual work together to identify and secure appropriate housing.
Supports may include:
- Housing search assistance
- Landlord engagement and negotiation
- Help with applications, documentation, and move-in planning
- Ongoing supports to help the individual remain housed
Support continues after housing is secured to help ensure that housing remains stable.

Return Ticket Program: Academic and non-academic support to Grades 7–12 students on long-term suspension or expulsion.
Centre for Success: Dual Credit programs allow high school students to earn both secondary and college credits by taking approved college or apprenticeship courses, helping them explore post-secondary pathways. Students are referred by a Guidance Counsellor or Student Success Teachers.

ALTERNATIVE PROGRAMS
Supervised Alternative Learning (SAL): Provides short-term support for students aged 14–17, offering individualized programs like school-based, community-based learning, and specific focus study to help with the return to regular school.
Ontario Youth Apprenticeship Program: Offers high school students multiple pathways to explore and begin careers in the skilled trades through hands-on co-op placements, formal apprenticeship registration, and college-level training while earning credits toward their diploma.
Specialist High Skills Major: Allows Grade 11 and 12 students to customize their high school education by focusing on a specific career sector, gaining real-world experience, industry certifications, and transferable skills that support their transition to apprenticeship, college, university, or the workforce.

Programs and Services:
The DAWN program: This four-session program helps youth explore how substance use affects their life, focusing on risks, benefits, values, and goals, and can be delivered in a group or one-on-one with a counsellor.
The Transitional Youth program: This group supports individuals aged 18 to 24 in exploring the effects of substance use, building coping skills, and engaging in activities like mindfulness meditation.
Parents Group: An eight-session program offering education, peer support, and guidance to help parents understand substance use, mental health, adolescent development, and effective parenting strategies.
School Board Youth Outreach: An onsite school-based program providing screening, counselling, and support for youth around substance use, gaming, gambling, or concurrent disorders, while also offering parent workshops, professional training, and collaboration with school staff.

Programs: Pinewood Centre offers individual case management, various therapeutic and educational groups, auricular acupuncture, mindfulness meditation, and low-barrier outreach services, all focused on supporting individuals with substance use concerns through counselling, harm reduction, and community-based care.
